NPDES

|
NPDES stands for National Pollution Discharge Elimination System and is a permit process that has been in existence since 1972, under the Clean Water Act (CWA).
The NPDES permit regulates point source pollution to the waters of the nation. Until recently, the application of pesticides and specifically mosquito control have been exempt from this permit, regulated instead by the Federal Insecticide, Fungicide, Rodenticide Act (FIFRA).

Effective Jan 1, 2012, mosquito control and other pesticide applications will need to apply for and obtain NPDES Pesticides General Permit (PGP) which will be issued by North Carolina Division of Water Quality (DWQ), the authorized permitting authority for North Carolina.

The NCMVCA has a long history of promoting, teaching and endorsing BEST MANAGEMENT PRACTICES (BMP’s) for mosquito control. Please refer to the American Mosquito Control’s publication on BMP’s for mosquito control. The NCMVCA has established a committee to develop and implement training for local programs to assist in the permit application process and compliance.
